When a property is damaged or disturbed by the Village of Orland Park because of a water main break or sewer repair, often the first question asked is “When Will My Property Be Restored?”
When village crews have completed excavation and in order to restore the area properly, the answer depends on several factors but are not limited to: The time of year when the excavation occurs, how fast the ground settles, weather conditions, and the depth of the site, etc.
Concrete Repairs
Concrete Repairs are scheduled first to address any concrete surfaces that have been disturbed by an excavation or maintenance task. The timing of this work is contingent on the following: ground settling, season and weather, crew workload. Occasionally the village will hire contractors to make these repairs. Every effort is made to restore disturbed areas as quickly as possible. Temporary restorations may be made to safely lessen any inconvenience until full final restoration is completed.
Asphalt Repairs
Asphalt Repairs will be made to paved surfaces that may have been disturbed during excavation, or other maintenance tasks after concrete work (if applicable) is completed. Timing of final asphalt restorations are also influenced by weather and other surrounding restorations, i.e. concrete work/sidewalks, curbs, aprons, and workload. Temporary restorations may be made to lessen any inconvenience until a final restoration can be made.
Irrigation System Repairs
The Village requires a permit for the installation of lawn sprinklers in the public right-of-way. The permit gives specific directions on where to install the irrigation system and who is responsible for restoration if damaged. The Village is not responsible for the repair of any irrigation installed within the right-of-way.
To learn more about lawn sprinklers, please look up Land Development Code, section 6-302-C.19 at orlandpark.org/government/village-code.
Mailbox Repairs
Most Village residents have a simple mailbox on either a wooden post or standard steel or aluminum pipe. The Public Works Department has a Mailbox Reimbursement Policy for these instances and should be contacted for further information.
To learn more about mailboxes, please look up Land Development Code, section 6-302-C.21 at orlandpark.org/government/village-code.
Other mailboxes are more elaborate and made of brick, pavers or other solid material. This type of mailbox is considered a structure and will not be permitted in the right-of-way. Construction of this type of mailbox is a risk taken on by a homeowner and the Village bears no responsibility for the repair or restoration of a non-permitted structure.
To learn more about encroachments, please look up Code of Ordinances, sections 3-2-4 and 4-10-4 at orlandpark.org/government/village-code.
Turf Restoration
After concrete and asphalt repairs have been completed, proper grading to the Right-Of-Way site prior to planting grass seed/sod is important, as it helps ensure water drains away efficiently and allows for easy mowing. Ideally, turf restoration is best suited for the spring and fall seasons when temperatures are cool and above freezing. Proper timing helps ensure your grass seed will germinate properly, grow quickly, and remain healthy while a new seed becomes established. Once the restoration site has been completely restored, it is the responsibility of the homeowner to water the site to ensure growth.
Parkway Tree and Shrub Replacement
In the event parkway trees or shrubs need to be removed in order to perform an emergency repair the Village’s intent is to restore the area in its entirety. However, several factors are taken into consideration when replacing trees. The Village plants trees in the spring and fall seasons. Once trees or shrubs have been removed, certified arborists will evaluate the site and determine if there is enough room for a replacement to grow to its full potential. Sites with existing obstructions or an abundance of trees might not be suitable for replacements. The arborists will leave a green door hanger to notify if a replacement will or will not occur.
Once the excavation site has been restored, it is the responsibility of the homeowner to water the site to ensure its growth. If you have any questions, call the Public Works Department at (708) 403-6350 or e-mail publicworks@orlandpark.org.
We kindly ask for your patience while we work through our restoration process.
