The Village of Orland Park was recognized in 2017 as having the highest rate of owner occupancy in the nation for places with over 20,000 housing units. By 2022, the overall national rate of owner-occupied homes has increased almost 1%, while the Village’s rate has fallen nearly 4%. Institutional investors have been increasingly entering the housing market and targeting single-family homes for conversion to rental properties.
On March 18, 2024, the Village instituted a nine-month moratorium on the issuance of rental licenses to existing housing units that have not previously been registered so that it can study its regulations relating to the registration of rental housing and determine whether steps should be taken for the benefit of the residents, businesses, and visitors of Orland Park. This moratorium will expire on December 18, 2024 unless extended by the Board of Trustees.
During the moratorium, those new, never-before registered rental units seeking to register may submit a Pre-Registration Application and pay a fee equal to the rental registration fees. An inspection by Code Enforcement will be completed to ensure basic life safety of the rental unit. When the moratorium expires, pre-application registrants will be notified with next steps.

Landlords and/or property agents are required to attend one landlord training seminar. The following seminars have been scheduled by the Village of Orland Park Police Department.
All classes will be conducted at the Orland Park Police Department (15100 S. Ravinia Ave) in the Media Room (located to the left of the entrance doors).
