In an effort to enhance the safety at some of Orland Park’s most dangerous intersections, the Orland Park Police Department initiated a study to determine which of the many intersections had the most vehicle crashes. Upon completion of the study, it was determined that there were three major intersections that continuously had more crashes than others. This information was presented to the Village Board, in an attempt to install a Photo Enforcement Safety Program. As a result of the statistical analysis conducted, the Village Board approved the installation of a Photo Enforcement Program, otherwise known as Red Light Enforcement.
The Village Board approved the following intersections:
• Harlem Ave and 151st Street
• Harlem Ave and 159th Street
• 159th Street and 94th Ave
It is the Villages belief that the implementation of this Red Light Photo Enforcement Program will reduce the number of red light collisions and injuries associated with red light violation crashes.
The Village would like to remind drivers how to safely approach an intersection. Drivers should always slow down and prepare to make a complete stop when a light turns yellow. Yellow lights inform drivers about a change in traffic flow. Always yield to pedestrians, as they have the right-of-way, and always come to a full and complete stop before turning right on red. It's the law.
A red-light violation occurs when a motorist enters an intersection after the traffic signal has turned red. Motorists already in the intersection when the signal changes to red are not considered red-light violators. For example, a driver who enters an intersection on a green light will not receive a citation, even if that motorist must wait until the light turns red to complete a left-hand turn after oncoming traffic clears.
The red-light camera is activated when motion is detected, indicating a vehicle is entering the intersection AFTER the traffic signal has turned red. The camera captures two images of the offending vehicle -- one showing the vehicle before entering the intersection on a red light, and one showing the vehicle proceeding through the intersection on red. A video is also made of the violation. The images are reviewed and the violation is confirmed by an Orland Park Police Officer before a violation notice is issued.
Owners of vehicles that are photographed running red lights will receive a violation notice in the mail, and are subject to a minimum fine of $100.00. Those who receive a violation can obtain additional information or view their photographs and video online at www.viewcitation.com. Citizens also can call the Violation Processing Center at 855-370-4229 if they have questions.
Under Illinois law 625 ILCS 5/11-208.6(k-7), municipalities with automated traffic law enforcement systems must post the results of the most recent statistical analysis of the system. The analysis is intended to assess the safety impact of the system.
