Village of Orland Park's Strategic Plan & Performance Measures
Strategic Plan

The Orland Park Village Board worked with members of the community to choose three strategic initiatives to guide the village’s activities through 2018. The four areas chosen include economic development, downtown development, quality of life and high performing organization.

Each village department has created objectives to support each initiative, all of which have been blended into the strategic plan. Village staff has focused on the key objectives required to meet the strategic pillars determined by the Village Board, leaving operational objectives at the staff level.

Because “quality of life” is a broad term, staff has categorized it into functional areas including enhancing core services; maintaining and improving parks, facilities and open lands; maintain or enhance intra-Orland transportation; enhance two-way communication with the community; and improving public safety.

The three initiatives also create the framework for the village’s performance management program. They enable staff to track the progress of each initiative and allowing for adjustments if the desired results are not being achieved.

Performance Measurement

The Village of Orland Park is taking significant steps to ensure quality service and a commitment to excellence through the involvement in an organization-wide performance measurement program.  Performance measurement is the regular measurement and analysis of the results, outcomes, and efficiency of services and programs. Performance measurement is also a best practice recognized by public administration and finance professionals as measuring and benchmarking performance is a critical component to improving service delivery. 

In 2014, the International City/County Management Association (ICMA) partnered with the leading developer of performance analytics software, SAS® to launch an updated performance management and analytics software platform called ICMA Insights™. This platform is offered by ICMA's Center for Performance Analytics and brings together a customized product designed to meet the unique needs of local governments and the very latest technology used by Fortune 500s across the world.

The Center for Performance Analytics is providing our community with tools to collect and report performance information and to use to improve local services.
